DR. SOEREN KEIL

Dr Soeren Keil – Federalism & Intergovernmental relations Advisor – is an internationally recognised expert in the areas of federalism and decentralisation, conflict resolution and democratization. He has worked as an expert for several international organisations, governments and civil society organisations. A trained political scientist with more than 15 years of experience, he has authored and edited 13 books. Recently, Soeren led a team of experts supporting the Somalia Government on intergovernmental relations, domestic revenue and resource-sharing. Currently, he is the Academic Head of the International Research and Consulting Centre at the Institute of Federalism, University of Fribourg, Switzerland. Before that, he was in charge of the Politics and International Relations programme at Canterbury Christ Church University in the United Kingdom. As of October 2024, he will become a Senior Teaching and Research Fellow at the University of Passau in Germany.
